Understanding Low Incidence Disabilities

Low incidence disabilities are disabilities that occur rarely in the general population and typically require highly specialized support, services, and equipment. These include:

  • Deaf or Hard of Hearing (DHH)
  • Blind or Visually Impaired (VI)
  • Orthopedic Impairment (OI)
  • Deaf/Blindness
  • Multiple Disabilities that include a low incidence condition

Students with these disabilities often benefit from specialized instructional strategies, adaptive equipment, and related services that go beyond what is typically provided in a general education setting.
