Q: Where is the WIOA referral?
A:  You may complete an online referral or complete a referral in person.

Q: After I complete the referral, what happens next?

• CalWORKS Subsidized Employment Program (CSEP): Referrals come from the Workforce Development Department (WDD). Once received, a technician will contact you to schedule an intake appointment.

• CalWORKS Youth Employment Program (CYEP): Referrals are made by the county TAD office to WDD, then sent to CYEP providers. CAHELP staff will contact you to schedule an intake appointment.

• Transition Partnership Program (TPP): You will participate in classroom workshops and prepare necessary paperwork for your paid work experience.

• WorkAbility Project (WAI): Similar to TPP, you will participate in workshops and prepare necessary paperwork for paid work experience.

• Workforce Innovation Opportunity Act (WIOA): After submitting your online application, an enrollment technician will contact you to collect documents and schedule an assessment and orientation.

Q: What is the WIOA?
A: The Workforce Innovation Opportunity Act (WIOA) is San Bernardino County’s youth program offering free skills and career exploration, one-on-one mentoring, career training and education, paid work experience, and more—designed to prepare youth for sustainable careers.

Q: How do I qualify for the WIOA Program?
A: Eligibility requires:

• Age: 16–24 years old

• One or more barriers:

  • School dropout

  • Disability

  • Low income and basic skills deficient

  • Parenting youth

  • Foster youth

  • Justice-involved

  • Homeless

Q: Where is the location for WIOA testing?
A: Testing is held at the CRES Office located at 16000 Apple Valley Road, Suite C2, Apple Valley, CA 92307

Q: Who can I contact to get my (or my child’s) WIOA number?
A: Contact your assigned Case Manager with the WIOA Youth Forward Program.

Q: What is a job application?
A: A job application is a formal document submitted to an employer to express interest in a position. If you need help completing one, contact your assigned technician.

Q: How does payment work? Who pays me?
A: San Bernardino County Schools processes work experience payments on the 9th of the month following each pay period (21st–20th). If the 9th is a weekend or holiday, payment is mailed the next business day.

Q: What districts does the CRES team support?

• TPP: Academy for Academic Excellence Charter, Apple Valley USD, Barstow USD, Hesperia USD, Lucerne Valley USD, Norton Science & Language Academy Charter, Oro Grande SD, SBCSS, Silver Valley USD, Snowline JUSD, and Victor Valley UHSD.

• CSEP: Not a district service.

• CYEP: Not a district service but receives referrals from TAD/WDD offices.

• WAI: Academy for Academic Excellence Charter, Barstow USD, Lucerne Valley USD, Norton Science & Language Academy Charter, Oro Grande SD, SBCSS, Silver Valley USD, Snowline JUSD, and Victor Valley UHSD.

• WIOA: Not a district service. Enrollment available for residents of Adelanto, Victorville, Apple Valley, Hesperia, Lucerne Valley, Big Bear City, Lake Arrowhead, Running Springs, Crestline, Phelan, and Wrightwood.
