Tiered Levels of Monitoring
The California Department of Education (CDE) uses a tiered monitoring system to check how well local education agencies (LEAs) are meeting special education laws and supporting students with disabilities. This system helps determine what level of technical assistance and support each LEA may need.
Tiered Levels of Monitoring
The Special Education Monitoring Framework has three levels:
- Universal Monitoring: LEAs at this level are meeting all compliance and performance goals. They continue regular monitoring and receive general support from the SELPA.
- Targeted Monitoring: LEAs in this group have not met one or more goals in the current year. They receive more focused support and are required to participate in the Compliance and Improvement Monitoring (CIM) process.
- Intensive Monitoring: LEAs in this group have missed goals over multiple years and may be underperforming compared to others. These LEAs receive a higher level of support and must also complete the CIM process.
