Residential Placements
Every student deserves the support they need to succeed—especially students with disabilities who require more intensive services than a public school can provide. In California, both state and federal laws help protect these students’ rights and ensure they receive appropriate services.
When a student’s Individualized Education Program (IEP) team determines that the student’s needs cannot be met in the public school setting, the team may consider a referral to a Nonpublic School (NPS), Nonpublic Agency (NPA), or residential treatment program.
- NPS provide special education in a private school setting.
- NPAs offer related services such as counseling, speech therapy, or behavioral support.
- Residential programs include education and full-time care for students with intensive mental health needs.
Once the IEP team determines that an NPS, NPA, or residential placement is appropriate, a formal referral for services is completed and submitted to the SELPA office for review and processing.
The Program Manager for Nonpublic Schools and Agencies provides oversight of these programs. This includes monitoring compliance with state and federal regulations, reviewing placement referrals, ensuring responsible use of funds, and offering training and resources to support member school districts.
In addition, a school psychologist works directly with families and district teams to support students who may be eligible for these specialized placements. They help guide the referral process and ensure the student's needs remain the top priority.
