Nonpublic Agencies (NPA)
To ensure all students with disabilities receive the services outlined in their Individualized Education Programs (IEPs), some local education agencies (LEAs) may need to contract with Nonpublic Agencies (NPAs). NPAs are certified providers that deliver specialized services—such as speech therapy, behavioral support, occupational therapy, or counseling—when these services cannot be adequately provided by district staff.
As part of its role in supporting member districts, the SELPA provides oversight, technical assistance, and coordination of NPA services. This includes:
- Facilitating Access to Certified Providers: Helping LEAs identify and engage with state-certified NPAs that meet both student needs and legal requirements.
- Contract and Compliance Support: Assisting in the development of compliant contracts and monitoring NPA service delivery to ensure alignment with IEP goals and state/federal regulations.
- Training and Guidance: Offering professional learning and guidance for LEA personnel on the appropriate use of NPAs and service documentation requirements.
- Data Collection and Reporting: Supporting LEAs in the collection and submission of required service data and reports to maintain program compliance and accountability.
The SELPA acts as a central hub for coordination, ensuring that services provided through NPAs are effective, compliant, and responsive to the evolving needs of students and schools across the region. Through collaborative planning and continuous monitoring, the SELPA helps LEAs make informed decisions and uphold high standards of support for all learners.
