Monitoring for Disproportionality

The California Department of Education (CDE) requires all local education agencies (LEAs) to monitor for disproportionality in special education. Disproportionality happens when students from one racial or ethnic group are identified for special education--or placed in certain programs or settings--at a much higher or lower rate than others.

Disproportionality can be a sign that certain practices or decisions may not be fair or accurate, and it must be reviewed carefully to ensure all students are receiving appropriate and equitable services.

How SELPA Supports this Work

SELPAs play a key role in helping LEAs meet the CDE's requirements for monitoring disproportionality. SELPAs provide:

  • Data support and analysis to help LEAs understand disproportionality indicators
  • Guidance in identifying root causes behind any identified disproportionality
  • Technical assistance in creating and implementing action plans to address the issues
  • Training for school staff and leadership to promote equity in special education decisions
  • Ongoing collaboration with CDE and LEAs to monitor progress and improve outcomes.

When an LEA is identified by the state for significant disproportionality, it must complete a Comprehensive Coordinated Early Intervening Services (CCEIS) plan. SELPAs help guide and support LEAs through this process.
