Cyclical Monitoring for Small LEAs

To ensure equitable participation in Special Education Monitoring, the Cyclical Monitoring Process for Small LEAs is specifically designed for districts and charter schools that have 100 or fewer students with disabilities on census day. Unlike larger LEAs, small LEAs will not be selected for monitoring based on State Performance Plan Indicators. Instead, they will be monitored on a cyclical basis every three years. Monitoring activities currently include three comprehensive reviews including:

  • Policy and Procedure Review
  • Educational Benefit Review
  • Student Record Review

SELPA Role in Cyclical Monitoring

The SELPA plays an important role in helping LEAs successfully complete the cyclical monitoring process. SELPA provides support before, during, and after the review to help LEAs prepare, respond, and improve. The SELPA assists LEAs with:

  • Preparing documentation and submitting required materials to the California Department of Education (CDE)
  • Understanding monitoring tools, such as file reviews, procedural safeguards, and state performance indicators
  • Reviewing local policies and procedures to ensure they meet current laws and regulations
  • Providing training and guidance to staff involved in the monitoring process
  • Supporting corrective action steps, if any areas of noncompliance are found
  • Helping LEAs develop improvement plans that address both compliance and student outcomes.
