Local Plan

The Local Plan is an important document that explains how our Special Education Local Plan Areas (SELPAs) work together to support students with disabilities. It describes how school districts and charter schools in our region join efforts to provide quality educational programs and services for children who qualify for special education.

Our member school districts and charter schools, also called local education agencies (LEAs), work together to create and follow this plan. The goal is to make sure every eligible child with a disability has access to the support and services they need to learn, grow, and succeed in school.

The Local Plan explains how special education services are organized and provided throughout the SELPA region. It outlines the types of programs and supports available for students, how services are delivered, and how schools work together to meet the unique needs of each child. These services may include specialized instruction, therapy services, and other supports designed to help students reach their educational goals.

The plan also explains how special education programs are managed and supervised. Leadership and oversight are shared by the superintendents or chief executive officers (CEOs) of the member school districts and charter schools. They work in partnership with the San Bernardino County Superintendent of Schools, who serves as the responsible local agency for the SELPA.

Together, these leaders help ensure that special education services are provided in a consistent, effective, and responsible way across all member districts and schools.

By working together through the Local Plan, our SELPAs are able to coordinate resources, share expertise, and provide meaningful educational opportunities for students with disabilities throughout the region.
