Personnel Data Reports

Section 618(a)(3) of the Individuals with Disabilities Education Act (IDEA) requires each State to submit data on special education personnel to the Office of Special Education Programs (OSEP). The data collected are reported in the Annual Report to Congress (ARC) (URL: https://www2.ed.gov/about/reports/annual/osep/index.html) on the Implementation of Individuals with Disabilities Education Act, Part B and C. This guide is developed for special education local plan areas (SELPAs), local educational agencies (LEAs), county offices of education (COEs), and state-operated programs (SOPs) for reporting special education positions by categories using the SEPDR website. The data collected are used by the California Department of Education to meet the reporting requirements of OSEP. For the purpose of the SEPDR, LEAs include school districts, charter schools, and COEs. The SOPs include all participating programs serving students with disabilities (SWD) through various state-operated programs or agencies. For convenience, the CDE uses the terms LEA and SELPA to include the SOPs. SELPA will provide the appropriate forms to be completed by the LEA and returned to the SELPA whereas the SELPA will submit on behalf of all member LEAs.
