About Us

The California Association of Health and Education Linked Professions Joint Powers Authority (CAHELP JPA) is a collaborative partnership of public agencies, school districts, charter schools, and the San Bernardino County Superintendent of Schools (SBCSS). Established in 2014, CAHELP was formed to administer a regional system of special education services and to fulfill state and federal program requirements with consistency, efficiency, and integrity.

As a Joint Powers Authority (JPA) and public benefit corporation, CAHELP brings together the resources and expertise of its member agencies to address shared responsibilities and goals across the region. This structure allows for:

  • Coordinated services and shared resources
  • Elimination of duplicative efforts
  • Compliance with government mandates
  • A unified approach to regional priorities
  • Improved efficiency and cost-effectiveness

Administrative Support

While CAHELP operates as an independent legal entity, it contracts annually with a public agency known as the Administrative Unit (AU) to provide essential operational support. SBCSS currently serves as its AU.

Under the AU agreement, SBCSS provides a range of services that support CAHELP’s day-to-day operations, including:

  • Business record-keeping and general accounting
  • Purchasing and contract administration
  • Personnel and human resources services
  • IT support for CAHELP-owned equipment
  • Courier, printing, and duplication services
  • Internal audit and compliance support
  • Other operational functions as requested by the CAHELP Governing Board

The CAHELP further adheres to SBCSS policies and procedures and reimburses all costs associated with the services provided, including staffing, facilities, and applicable indirect costs as determined by the state.
